Public Spaces Protection Orders (PSPOs):

Torbay Council currently enforces 5 PSPOs to maintain order and protect public spaces across the Bay:

 

Dispersal zone

Authorised officers can require individuals causing nuisance to leave Torquay town centre for up to 24 hours.

 

Alcohol restrictions

Prohibits public consumption of alcohol in designated zones across Torquay, Paignton and Brixham.

 

Dog fouling

Enforces strict measures against dog owners who fail to pick up after their pets.

 

Berry Head, Brixham

Specific regulations are in place to protect this UNESCO Global Geopark area.

 

Hopes Nose, Torquay

Similar protections to Berry Head, supported by ongoing enforcement.

 

These Orders allow SWISCo’s enforcement team to:

 

  • Issue FPN’s for non-compliance.
  • Remove unauthorised advertising.
  • Guide public behaviour through signage and awareness.

 

Our neighbourhood enforcement team regularly patrol Hopes Nose and Berry Head to make sure those using the area are aware of the restrictions in place and complying with the rules. Officers also routinely check signage, locks, and other safety features, reporting any maintenance needs to our Rangers for prompt repair.
