Unauthorised encampments and camping on public land

Our neighbourhood enforcement team works closely with council and other partner agencies to manage unauthorised encampments and unauthorised camping on public land.

An unauthorised encampment is when one or more vehicles or individuals occupy public land without permission. This may include caravans, motorhomes, or other temporary dwellings. When an encampment is reported, our officers attend the site to carry out welfare assessments, monitor any environmental impact, and begin the legal process to resolve the situation in line with national guidance and local protocols.

We assess each case individually, balancing the needs and rights of those on-site with the impact on the local community and the land being occupied. Where appropriate, we issue notices and work with legal teams to progress enforcement action, including court proceedings where necessary.

Response

In addition to larger encampments, we also respond to reports of unauthorised camping — where tents or temporary shelters are pitched on council-owned land such as parks, beaches, or public open spaces without permission. These sites are assessed for safety, welfare concerns, and environmental impact. Officers will engage with the individuals involved and take steps to resolve the situation, including issuing notices and requesting removal.

 

We aim to handle all cases with sensitivity, professionalism, and in accordance with the law — protecting both public land and community wellbeing.
