Matt Reeks

Managing Director

Matt joined SWISCo in 2022 and has driven a positive shift in workplace culture and employee engagement. With a forward-thinking approach and focus on collaboration, Matt has shaped a dynamic, motivated, customer-focused organisation. His leadership encourages innovation, accountability, and continuous improvement across the business. Outside of work, Matt enjoys getting his hands dirty under the bonnet of a car, woodworking, and indulging in his not-so-secret love for doughnuts.

Neil Coish

Neil Coish

Head of Service – Environmental Services

Neil brings over 25 years of local government experience and more than 30 years in amenity tree care to his role. With a focus on Streetscene, public realm, and asset management, he is deeply committed to improving Torbay’s parks, open spaces, and urban tree canopy. His work has earned recognition for delivering innovative regeneration projects and high-quality services. Outside of work, Neil enjoys golfing, gardening, and exploring the stunning Devon countryside.

Paul Luscombe

Head of Service – Business, Commercial and Support

Paul joined in 2011 as a Senior Quantity Surveyor and progressed through roles including Commercial Manager, showing strong leadership and deep knowledge of public sector operations. His dedication led to his current position as Head of Service. He played a key role in SWISCo’s 2020 transition. Outside of work, Paul is a kept very busy by his three kids. He also volunteers as a linesman for his son’s football club.

Ian Jones

Head of Service - Highways

Ian joined Torbay Council in 1988, working on highway and drainage schemes and gaining professional qualifications. He became Head of Highways Management in 2015, and transitioned to SWISCo in 2020, where he now leads highways for both organisations. Ian is committed to maintaining a safe, compliant highway network and values working with a skilled team that delivers a complete service. Outside work, Ian enjoys the gym, golf, walking, skiing holidays, travel, music, and photography.
