SWISCo is looking for someone to join our highly effective team of Inspectors, who look after the Highways network of Torbay. This exciting opportunity will enable the successful candidate to become part of a service function which plays an essential and key role in ensuring Torbay’s Highways are safe and maintained.

 

The successful candidate will work as part of a small team but will also work alongside the wider Company to ensure there is effective collaborative approach to an end-to-end service providing added value to the residents and all those who use the highway network of Torbay

 

You

Will play an integral part of the Highways Inspectors team, making sure that the highways network around Torbay is safe and meets the standards required. This is either through cyclical planned works or responding to public reports and emergencies.

As the successful candidate, you will need to be able to demonstrate their ability to meet the essential criteria provided in the Person Specification of the Job Description. This includes but not limited to:

  • Ensuring that any signing, guarding and traffic control complies with Chapter 8 of the Traffic Signs Manual, and that Health and Safety legislation is observed.
  • Key Duties

    • Instructing and supervision of maintenance contractors.
    • Dealing with enquiries and complaints from members, officers, other agencies and authorities and the public.  Attending community group meetings as required to consider queries in relation to highway maintenance.
    • To work against set planned schedules and undertake operational tasks required as well as being responsive to operational needs. Through the undertaking of cyclic and non-planned inspections of Torbay Council owned land, including identification, recording and processing of information relation to maintenance requirements or defects.
    • Providing regular communication to line managers to maintain effective service delivery and highlight issues that may adversely affect service delivery
    • Ensuring that any signing, guarding and traffic control complies with Chapter 8 of the Traffic Signs Manual, and that Health and Safety legislation is observed.

Key Skills, experience and qualifications: 

Essential Skills & Effectiveness

  • Demonstrable organisational skills, in order to prioritise and meet deadlines, which can often be conflicting.
  • A proven ability to work on own initiative, being pro-active in their approach.
  • Experience of using and utilising IT systems ranging from Office 365, MS Teams, GIS to bespoke software.

Essential Knowledge

  • Demonstrable knowledge and understanding of the New Roads and Street Works Act 1991, Highways Act 1980, Occupiers Liability Act 1957 and all associated codes of practice.  
  • Effective knowledge and understanding of Health & Safet processes.
  • Practical knowledge and understanding of how to use GIS Systems.

Essential Experience

  • Previous experience of working in a time critical role.
  • Experience of problem solving to a successful outcome.
  • Experience of being able to instil trust and confidence in colleagues, members of the public, clients and/or customers.

Essential Qualifications

  • Educated to ONC standard or possess equivalent organisational knowledge and experience in Civil engineering.
  • Chapter 8 accreditation of the Traffic Signs Manual 
  • Full Drivers Licence
