The role

A vacancy has become available for a Service Manager to join and manage our successful Highways Assets and Traffic team, delivering the highway authority duties on behalf of Torbay Council, and be part of our journey on the road to greatness.

We are looking for someone who can manage a team effectively and who puts Health and Safety, front and centre of everything the team do.

This role will deliver transformation, ensuring the sustainable delivery of an effective, efficient, and compliant service whilst working within allocated budgets that support the need of the service.

This role is instrumental in the success of our business, so we are looking for someone who has proven leadership skills and can deliver a customer first service approach at a senior level.

This is a local authority role the delivery sits within the Council’s arm’s length company.

About you

Will be an integral part of ‘Team ‘SWISCo ensure delivery of a customer first, performance orientated culture within the business, providing effective day to day operational management of a technical team delivering services on behalf of Torbay Council, including Highways Asset Management, Highways Condition Monitoring and programming, Streetworks Coordination and Management, Traffic Engineering, Road Safety Engineering, School Crossing Patrols along with management of various related IT based highways management systems. The role will also have responsibility for delivery of operational elements of the Service including Winter Maintenance Management.

Key duties

  • Be the day-to-day decision-maker for any service function specific issues that arise on a daily basis – ensuring smooth and effective delivery of the Highways Asset & Traffic Management.
  • Review and develop strategies and policies to align working practices in line with legislation and business needs. To include:
  • Develop and review maintenance strategy, policy, standards and procedures for the for Torbay’s highway network in accordance with corporate aims so as to facilitate the effective management of the highways asset.
  • To lead on the development, production and implementation of the Highways Asset Strategy to Torbay’s highway network along with associated policies and manuals.
  • To lead the preparation of highways maintenance programmes on the Torbay highway network.
  • Responsibility for the overall management of the coordination of works around Torbay’s highway network including management of the Streetworks Coordination service. To lead on appropriate measures to improve safety on Torbay’s Highway Network including Road Safety Engineering and Collision reduction initiatives.
  • To lead on the enforcement of the Highways Act and other relevant legislation

Key skills, experience and qualifications

  • Effective leadership skills in order to lead, manage and motivate, enabling a demonstrable and successful team working ethos that fosters employee engagement.
  • Budget management – able to control operational budgets and deliver efficiencies.
  • Proven knowledge and understanding of the Statutory duties of a highway authority with respect to maintaining a safe and compliant highway network.
  • Practical knowledge and understanding of legislative and statutory obligations which affects the Highways Asset Management service.
  • Experience of working at a professional level in highways engineering and road safety engineering.
  • Proven experience of successful delivery of complex projects.
  • Qualified to degree level (or equivalent) in a related discipline.
  • Professional Qualification in Civil Engineering, Highways or Transportation. 
  • Membership of relevant professional body (ICE, CIHT, IHE or equivalent).
